Sefton Council is reshaping the Promenade to create a fresher setting for the new Conference Centre and Theatre, due to open in 2027/28. The plans will change how the seafront looks, how it flows, and how easy it is to reach Victoria Leisure by car, bike and on foot.
We want to know what members and past guests think — and we'll pass your responses on to the council.
The headlines
- A new cycling route will run the length of the main Promenade
- Around 80 Promenade parking spaces will be lost
- A smart new public realm will sit alongside the new complex
- No right turn southbound onto Marine Way Bridge for Ocean Plaza

Key plans (from the 26 November consultation)
- Nevill Street becomes one-way northbound past West Street.
- The Promenade gains a central cycle path. This stops cars cutting through Bath Street and keeps cyclists separated from traffic.
- Marine Parade restricts movements to left turns only — onto the Promenade and back into Marine Parade.
- Bold Street (top section) becomes southbound only from the Promenade.
- Promenade parking is reorganised to the south side, providing 16 spaces.
- New dedicated bays for taxis, Blue Badge holders, drop-offs and coaches will improve access to the MLEC.
- The MLEC car park will offer 142 pay-and-display spaces from opening.
- Eight new pedestrian crossings will be added — some signalled, some not.
- The Promenade carriageway will be narrowed to give pedestrians more room.
